廣東省屬于南亞熱帶和熱帶季風(fēng)氣候類型，是我國太陽能資源三類地區(qū)，全年日照時數(shù)為2200~3000小時，輻射量在502~586x104kJ/cm2·a，相當(dāng)于170~200kg標準煤燃燒所發(fā)出的熱量。廣東是中國光伏行業(yè)國內(nèi)最重要的市場之一，2014年8月中國最早的1MW屋頂光伏電站在深圳國際園林花卉博覽園建成發(fā)電。得益于國家光電建筑和金太陽工程的政策支持，廣東光伏應(yīng)用從2009年起有了飛躍性的發(fā)展，但總體裝機遠不及北方及長三角地區(qū)。根據(jù)《廣東省能源發(fā)展“十三五”規(guī)劃》及《廣東省“十三五”能源結(jié)構(gòu)調(diào)整實施方案》，廣東省規(guī)劃到2020年光伏裝機規(guī)模達到6GW左右。 
光伏市場潛力巨大 
據(jù)《廣東省太陽能光伏發(fā)電發(fā)展規(guī)劃(2014-2020年)》，廣東省有各類工（產(chǎn)）業(yè)園區(qū)近200個，集中連片屋頂資源豐富。據(jù)初步調(diào)查統(tǒng)計，全省可安裝分布式光伏發(fā)電系統(tǒng)的建、構(gòu)筑物屋頂面積約8000萬平方米，其中珠三角地區(qū)約6000萬平方米、粵東地區(qū)約800萬平方米、粵西地區(qū)約500萬平方米、粵北地區(qū)約700萬平方米，據(jù)此估算全省可建設(shè)分布式光伏發(fā)電裝機容量約800萬千瓦（即8000兆瓦）。另據(jù)估算，全省每年新增建筑的屋頂面積超過2800萬平方米，若以其中的10%可安裝光伏發(fā)電系統(tǒng)計算，每年新增建筑屋頂面積可建設(shè)光伏發(fā)電裝機容量約30萬千瓦（即300兆瓦）。 
光伏政策持續(xù)利好 
廣東政府在積極出臺光伏補貼政策的同時，還大力引導(dǎo)金融機構(gòu)優(yōu)先對骨干企業(yè)、創(chuàng)新項目及光伏發(fā)電應(yīng)用示范項目提供信貸支持。積極探索適合光伏產(chǎn)業(yè)特點的融資產(chǎn)品和融資方式，鼓勵以EPC（工程總承包）項目貸款、電站租賃等多種模式開展光伏發(fā)電應(yīng)用。鼓勵風(fēng)險投資公司、保險企業(yè)以多種方式參與光伏產(chǎn)業(yè)發(fā)展，建立市場化、多元化的投融資長效機制。 
多地延長補貼年限 
國家531新政之后，廣東多地出臺新政策延續(xù)光伏補貼的年限。其中，深圳新出臺補貼政策，東莞、佛山也都紛紛發(fā)布文件延長補貼年限，廣州地區(qū)仍按原政策執(zhí)行。 
深圳：光伏補貼0.4元/度，補貼時間為5年 
6月12日，廣東省深圳市住房和建設(shè)局、深圳市財政委員會印發(fā)《深圳市建筑節(jié)能發(fā)展專項資金管理辦法》?！掇k法》明確可再生能能源建筑應(yīng)用示范項目的資助標準為，對于太陽能光伏項目，根據(jù)年度實際發(fā)電量對項目投資主體給予0.4元/千瓦時補貼，補貼時間為5年。單個項目年度資助金額不超過50萬元。 
 
另外，政策補貼對象沒有限制，項目地要求在深圳。專項資金資助和支持的項目必須符合國家、廣東省和深圳市產(chǎn)業(yè)政策，項目成果應(yīng)當(dāng)在深圳市實施，能夠促進建筑領(lǐng)域節(jié)能減排和綠色創(chuàng)新發(fā)展，具有較好的經(jīng)濟、社會和環(huán)境效益。 
佛山：光伏補貼0.15元/度+1元/瓦，延期至2023年 
7月12日，佛山市政府網(wǎng)發(fā)布了佛山市法制局關(guān)于保留《佛山市人民政府辦公室關(guān)于對2016-2018年建成光伏發(fā)電應(yīng)用項目進行獎勵和補助的通知》等兩份政府規(guī)范性文件的通告。通告中明確表明：《佛山市人民政府辦公室關(guān)于對2016—2018年建成光伏發(fā)電應(yīng)用項目進行獎勵和補助的通知》（佛府辦〔2016〕57號），評估期至2023年12月30日。 
 
原本今年年底到期的的佛山地方光伏補貼0.15元/度+1元/瓦的政策延期至2023年12月30日了。在2023年12月30日前并網(wǎng)驗收的佛山市光伏項目，用戶均能享受佛山地方光伏的補貼政策了。 
 
東莞：戶用補貼是0.3元/度，補貼5年 
 
東莞市給戶用的補貼是0.3元/度，同樣連補5年，同時對分布式光伏發(fā)電項目的各類型建筑和構(gòu)筑物業(yè)主，按裝機容量18萬元/MW補助，單個項目補助不超144萬元，分4年撥付。對機關(guān)事業(yè)單位、工業(yè)、農(nóng)業(yè)等非自有住宅建設(shè)分布式光伏發(fā)電項目的各類投資者，補助0.1元/度，連補5年;戶用光伏補助0.3元/度，連補5年。早在7月6日 ，東莞市發(fā)展和改革局發(fā)布《關(guān)于組織申報2017-2018年東莞市分布式光伏發(fā)電資金補助項目的通知》(以下簡稱《通知》)，暨（東發(fā)改〔2017〕49號）號文件，宣布戶用分布式仍執(zhí)行6.30政策。 
 
2017年3月1日，東莞松山湖高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)發(fā)布《東莞松山湖（生態(tài)園）節(jié)能低碳專項資金管理暫行辦法》，辦法規(guī)定成立節(jié)能低碳專項資金。對在園區(qū)內(nèi)合法注冊的企事業(yè)單位或在園區(qū)范圍內(nèi)實施節(jié)能、低碳、循環(huán)或可再生能源項目的單位；園區(qū)內(nèi)從事低碳節(jié)能相關(guān)工作的個人進行資助補貼。明確提到分布式光伏補貼如下：分布式光伏發(fā)電項目，按裝機容量進行資助；按裝機容量18萬元/兆瓦予以一次性資助，單個項目資助最高不超過150萬元。辦法有效期到：2020年12月31日。 
廣州：0.15元/千瓦時的標準，補貼時間為2016-2021年 
根據(jù)《廣州市新興產(chǎn)業(yè)發(fā)展資金管理辦法》（穗府辦規(guī)〔2017〕7號）和《廣州市發(fā)展改革委關(guān)于印發(fā)廣州市新興產(chǎn)業(yè)發(fā)展資金管理辦法配套實施細則的通知》（穗發(fā)改規(guī)字〔2017〕3號），廣州光伏補貼為：申請光伏補貼資金的項目，應(yīng)同時符合以下條件： 
1、已納入廣州市2014-2020年分布式光伏發(fā)電建設(shè)整體規(guī)模中的項目； 
2、項目已經(jīng)驗收合格并投產(chǎn)； 
3、項目已并網(wǎng)或并網(wǎng)運行滿1年； 
4、項目采用的光伏組件轉(zhuǎn)換效率應(yīng)達到先進水平。單晶硅電池組件轉(zhuǎn)換效率不低于16%；多晶硅電池組件轉(zhuǎn)換效率不低于15%；薄膜電池組件轉(zhuǎn)換效率不低于8%，其中銅銦鎵硒（CIGS）薄膜電池組件轉(zhuǎn)換效率不低于12%。 
項目建設(shè)單位須為在廣州市轄區(qū)內(nèi)依法登記注冊、具有獨立法人資格的企業(yè)、事業(yè)單位。采取后補貼方式，在太陽能光伏發(fā)電項目建成驗收合格后申請裝機容量補貼，在投產(chǎn)滿1年后申請發(fā)電量補貼。 
1、項目裝機容量補貼金額。以建筑物屋頂或外立面建成的項目總裝機容量為基礎(chǔ)，按0.2元/瓦的標準確定補貼金額，一次性發(fā)放給建筑物權(quán)屬人。單個項目最高補貼金額為200萬元。2、項目發(fā)電量補貼金額。按照0.15元/千瓦時的標準，以項目上一年度所發(fā)電量為基礎(chǔ)計算補貼金額。以2014年計起，單個項目最高享受補貼資金時間為6年。3、廣州市太陽能光伏發(fā)電項目建設(shè)專項資金補貼時間范圍為2016-2021年。 
國家及廣東地區(qū)光伏發(fā)電最新補貼價格匯總表 
2020年完成6GW的光伏裝機規(guī)劃之后，廣東光伏發(fā)電將以分布式為主 
據(jù)廣東省“十三五”能源發(fā)展規(guī)劃設(shè)定的目標，到2020年陸上風(fēng)電和太陽能光伏發(fā)電裝機規(guī)模均達到600萬千瓦左右。 
據(jù)統(tǒng)計，截至2018年2月底，安徽、河南、山東、浙江、江西、湖北、江蘇和湖北八省實際裝機規(guī)模分別出超出計劃容量390.2、303.8、205.3、198.8、158.1、104.5、12.4和5.2萬千瓦，而廣東省、內(nèi)蒙古自治區(qū)和山西省距實現(xiàn)相關(guān)目標還有290.9、485.6和557.4萬千瓦的目標。 
廣東光照資源充足，工商業(yè)電價較高，存在巨大的用電需求，適合發(fā)展光伏產(chǎn)業(yè)。據(jù)悉，廣東湛江、陽江和粵東汕尾地區(qū)光照資源較好，廣東全省平均有效利用小數(shù)約1000小時。另外，廣東的工業(yè)電價較高，在全國僅次于上海，還有大量屋頂資源，廣東全省各類園區(qū)近200個，每年新增建筑屋頂面積超過8000萬平方米。而且，廣東降水比較豐沛，可降低電站運維成本。廣東地區(qū)屋頂資源豐富、政府補貼給力，具備分布式光伏發(fā)展的利好條件，若能將以上各種優(yōu)勢充分加以利用，形成“政府搭臺+企業(yè)唱戲”的光伏發(fā)展模式，相信光伏行業(yè)的內(nèi)需增長將為廣東省光伏產(chǎn)業(yè)帶來新的曙光！

According to the "Guangdong Solar Photovoltaic Power Generation Development Plan (2014-2020)", Guangdong has nearly 200 industrial parks of various types, with rich resources of concentrated contiguous roofs. According to preliminary investigation and statistics, the roof area of the whole province's buildings and structures that can be installed with distributed photovoltaic power generation system is about 80 million square meters, including about 60 million square meters in the Pearl River Delta region, about 8 million square meters in the eastern region, about 5 million square meters in the western region and about 7 million square meters in the northern region. Accordingly, it is estimated that the installed capacity of distributed photovoltaic power generation in the province is about 8 million kW (8000 MW). If 10% of the new building roof area can be installed with photovoltaic power generation system, the installed capacity of photovoltaic power generation can be built up to about 300,000 kW (300 MW) each year.

Photovoltaic policy continues to be positive

While actively introducing photovoltaic subsidy policies, Guangdong government also vigorously guides financial institutions to give priority to providing credit support to key enterprises, innovative projects and photovoltaic power application demonstration projects. We will actively explore financing products and financing methods suitable for the characteristics of the photovoltaic industry, and encourage the application of photovoltaic power generation in various modes such as EPC (general engineering contract) project loans and power station leasing. Venture capital companies and insurance enterprises will be encouraged to participate in the development of the PV industry in various ways, and a long-term market-oriented and diversified investment and financing mechanism will be established.

Subsidies were extended in many places

After the national 531 New Deal, many places in Guangdong issued new policies to extend the number of years of photovoltaic subsidies. Among them, Shenzhen issued a new subsidy policy, Dongguan and Foshan also issued documents to extend the subsidy period, and Guangzhou still implemented the original policy.

Shenzhen: PV subsidy 0.4 yuan/KWH, subsidy time for 5 years

On June 12, THE HOUSING and Construction Bureau OF Shenzhen, Guangdong Province, and the Finance Commission of Shenzhen Municipality issued the Special Fund Management Measures for Building Energy Efficiency Development in Shenzhen. The Measures specify that the subsidy standard for renewable energy building application demonstration projects is: for solar photovoltaic projects, 0.4 yuan/KWH subsidy will be given to the project investor according to the actual annual power generation, and the subsidy time will be 5 years. The annual funding amount for a single project shall not exceed 500,000 yuan.

In addition, there is no restriction on the object of policy subsidies, and the project location is required to be in Shenzhen. The projects funded and supported by the special fund must conform to the industrial policies of the State, Guangdong Province and Shenzhen Municipality, and the project results should be implemented in Shenzhen, which can promote energy conservation and emission reduction, green innovation and development in the construction field, and have good economic, social and environmental benefits.

Foshan: Photovoltaic subsidy 0.15 yuan/degree +1 yuan/watt, extended to 2023

On July 12, the website of Foshan Government published a circular of two government normative documents, including the Notice of Foshan Municipal Office of the People's Government on Awarding and Subsidizing the Construction of photovoltaic Power Application Projects from 2016 to 2018. The notice clearly states that: "Notice of Foshan Municipal People's Government Office on Incentives and Subsidies for photovoltaic Power generation Application Projects completed from 2016 to 2018" (No.57, Fofuban [2016]), the evaluation period is until December 30, 2023.

Foshan's local PV subsidy of 0.15 yuan/KWH +1 yuan/watt, which was due to expire at the end of this year, has been extended to December 30, 2023. Users of photovoltaic projects in Foshan that are grid-connected and accepted before December 30, 2023 can enjoy the subsidy policy of Foshan local photovoltaic.

Dongguan: Household subsidy is 0.3 yuan/degree, subsidy for 5 years

The subsidy given to households in Dongguan is 0.3 yuan/degree for 5 years. At the same time, the owners of various types of buildings and structures in distributed photovoltaic power generation projects will be subsidized according to the installed capacity of 180,000 yuan /MW, and the subsidy for a single project will not exceed 1.44 million yuan, which will be allocated in 4 years. For government institutions, industrial, agricultural and other non-owned residential construction of distributed photovoltaic power generation project investors, 0.1 yuan/degree subsidy for 5 years; Household photovoltaic subsidy of 0.3 yuan/degree, continuous subsidy for 5 years. As early as July 6, Dongguan Development and Reform Bureau issued the "Notice on organizing the application of the 2017-2018 Dongguan distributed photovoltaic power generation fund subsidy project" (hereinafter referred to as the "Notice"), and (East Development and reform [2017] No. 49) document, announced that the household distribution is still implementing the 6.30 policy.

On March 1, 2017, Dongguan Songshan Lake (Ecological Park) High-tech Industrial Development Zone issued the "Dongguan Songshan Lake (Ecological Park) energy saving and low-carbon special fund Management Interim Measures", the measures stipulating the establishment of energy saving and low-carbon special fund. Guangzhou: 0.15 yuan/KWH standard, subsidy time from 2016 to 2021

The project construction unit shall be an enterprise or institution registered in accordance with the law in the jurisdiction of Guangzhou with independent legal personality. The post subsidy method is adopted. The installed capacity subsidy shall be applied after the completion and acceptance of the solar photovoltaic power generation project, and the power generation subsidy shall be applied after one year of operation.

Guangdong has abundant roof resources, government subsidies and favorable conditions for the development of distributed photovoltaic.
