3月22日，浙江省金華市關(guān)于公開(kāi)征求《金華市區(qū)光伏發(fā)展補(bǔ)貼實(shí)施辦法（征求意見(jiàn)稿）》意見(jiàn)的通知發(fā)布。2022年1月1日至2025年12月31日期間，在金華市區(qū)投資興建工商業(yè)屋頂光伏發(fā)電項(xiàng)目、公共機(jī)構(gòu)屋頂光伏發(fā)電項(xiàng)目、居民家庭屋頂光伏發(fā)電項(xiàng)目的投資方；分布式光伏發(fā)電項(xiàng)目按發(fā)電量給予補(bǔ)貼，補(bǔ)貼標(biāo)準(zhǔn)為：0.10元/千瓦時(shí)，補(bǔ)貼時(shí)間為3年（自建成并網(wǎng)次月起，連續(xù)計(jì)算36個(gè)月），一年發(fā)放一次；本辦法自2022年1月1日起執(zhí)行，有效期至2025年12月31日。
       瑞安市發(fā)展和改革局關(guān)于公開(kāi)征求《關(guān)于全面推進(jìn)清潔能源發(fā)展的意見(jiàn)（修改稿）》意見(jiàn)的公告，其中指出，到“十四五”末，實(shí)現(xiàn)全市風(fēng)力、太陽(yáng)能、水電、生物質(zhì)發(fā)電等清潔能源發(fā)電裝機(jī)容量100萬(wàn)千瓦以上，清潔能源占一次能源消費(fèi)比重達(dá)到16％以上。其中，至2023年實(shí)現(xiàn)開(kāi)工建設(shè)項(xiàng)目容量70萬(wàn)千瓦以上，包含海上風(fēng)電新增總裝機(jī)規(guī)模30萬(wàn)千瓦，集中式光伏新增并網(wǎng)裝機(jī)30萬(wàn)千瓦，分布式光伏新增并網(wǎng)裝機(jī)10萬(wàn)千瓦。對(duì)單位屋頂光伏發(fā)電項(xiàng)目，自驗(yàn)收合格并網(wǎng)發(fā)電之日起，按實(shí)際發(fā)電量給予0.1元/千瓦時(shí)補(bǔ)貼，一補(bǔ)2年（連續(xù)補(bǔ)貼2年）。對(duì)居民家庭屋頂光伏發(fā)電項(xiàng)目，自驗(yàn)收合格并網(wǎng)發(fā)電之日起，按實(shí)際發(fā)電量給予0.1元/千瓦時(shí)補(bǔ)貼，一補(bǔ)2年（連續(xù)補(bǔ)貼2年）。
       3月1日，江蘇蘇州工業(yè)園區(qū)管委會(huì)印發(fā)《蘇州工業(yè)園區(qū)進(jìn)一步推進(jìn)分布式光伏發(fā)展的若干措施》，文件明確：十四五期間，力爭(zhēng)年均新增光伏裝機(jī)容量70兆瓦，到2025年，園區(qū)光伏裝機(jī)容量較2020年增加350兆瓦，區(qū)域能源結(jié)構(gòu)不斷優(yōu)化。2022年1月1日后并網(wǎng)發(fā)電、且接入園區(qū)碳達(dá)峰平臺(tái)的分布式光伏項(xiàng)目（光伏發(fā)電設(shè)施建設(shè)要求納入土地出讓條件和規(guī)劃條件的項(xiàng)目除外），對(duì)建筑業(yè)主方按項(xiàng)目發(fā)電量補(bǔ)貼0.1元/千瓦時(shí)，補(bǔ)貼1年。對(duì)光伏建筑一體化應(yīng)用項(xiàng)目(光伏組件作為建筑構(gòu)件)投資方按項(xiàng)目發(fā)電量補(bǔ)貼0.1元/千瓦時(shí)，補(bǔ)貼3年。支持光伏項(xiàng)目配置儲(chǔ)能設(shè)施，2022年1月1日后并網(wǎng)、且接入園區(qū)碳達(dá)峰平臺(tái)的儲(chǔ)能項(xiàng)目，對(duì)項(xiàng)目投資方按項(xiàng)目放電量補(bǔ)貼0.3元/千瓦時(shí)，補(bǔ)貼3年。
      上海市徐匯區(qū)人民政府發(fā)布《徐匯區(qū)節(jié)能減排降碳專項(xiàng)資金管理辦法》的通知，通知指出，對(duì)本區(qū)范圍內(nèi)新建并網(wǎng)的分布式光伏項(xiàng)目，按項(xiàng)目并網(wǎng)驗(yàn)收規(guī)模給予1000元/千瓦的扶持，或按項(xiàng)目實(shí)際投資額給予20%的扶持。以上扶持最高不超過(guò)200萬(wàn)元。同時(shí)，鼓勵(lì)建筑節(jié)能減排降碳。企業(yè)在本區(qū)范圍內(nèi)實(shí)施建筑節(jié)能項(xiàng)目，且被列入上海市綠色建筑、整體裝配式住宅建筑、既有建筑節(jié)能改造、超低能耗建筑、可再生能源與建筑一體化示范項(xiàng)目等建筑節(jié)能和綠色建筑示范項(xiàng)目的，根據(jù)項(xiàng)目對(duì)本區(qū)節(jié)能減排降碳的貢獻(xiàn)，最高按1:0.5比例給予區(qū)級(jí)資金匹配。單個(gè)示范項(xiàng)目最高不超過(guò)300萬(wàn)元。本管理辦法自2022年3月1日起施行，有效期至2025年2月28日?！缎靺R區(qū)節(jié)能減排專項(xiàng)資金管理辦法》（徐府辦發(fā)〔2017〕38號(hào)）及實(shí)施細(xì)則同時(shí)作廢。 
1月4日，廣東省肇慶高新區(qū)經(jīng)濟(jì)貿(mào)易和科技局發(fā)布《肇慶高新區(qū)節(jié)約用電支持制造業(yè)發(fā)展補(bǔ)貼實(shí)施細(xì)則（征求意見(jiàn)稿）》。
1、補(bǔ)貼范圍：我區(qū)制造業(yè)企業(yè)利用廠區(qū)內(nèi)空間建設(shè)的光伏發(fā)電項(xiàng)目，并且用于自身生產(chǎn)經(jīng)營(yíng)的（余電可上網(wǎng)）。項(xiàng)目需驗(yàn)收合格并投入使用、已發(fā)電并自用，并于2021年9月30日-2022年9月29日期間在我區(qū)發(fā)改部門備案。該企業(yè)不屬于發(fā)改部門認(rèn)定的“兩高”企業(yè)且無(wú)建設(shè)“兩高”項(xiàng)目。
2、補(bǔ)貼標(biāo)準(zhǔn)：以建成的項(xiàng)目總裝機(jī)容量為基礎(chǔ)，按300元/千瓦的標(biāo)準(zhǔn)確定項(xiàng)目補(bǔ)貼金額，發(fā)放給制造業(yè)企業(yè)（場(chǎng)地提供方），每個(gè)企業(yè)的項(xiàng)目補(bǔ)貼金額總和不超過(guò)100萬(wàn)元。

On March 22, Jinhua city of Zhejiang province published a notice soliciting opinions on the Implementation Measures of Jinhua Urban Photovoltaic Development Subsidy (Draft).   From January 1, 2022 to December 31, 2025, to invest in the construction of industrial and commercial rooftop PHOTOVOLTAIC power projects, rooftop photovoltaic power projects of public institutions, residential rooftop photovoltaic power projects in Jinhua urban area;  Distributed photovoltaic power generation projects will be subsidized according to the electricity generation, the subsidy standard is: 0.10 yuan/KWH, the subsidy time is 3 years (from the second month after the completion of grid connection, continuous calculation of 36 months), once a year;  The measures shall take effect from January 1, 2022 and shall be valid until December 31, 2025.  

To solicit the ruian development and reform bureau of public opinion on promoting the development of clean energy (amended) opinions of the announcement, which states that by the end of "difference", to achieve the city's wind, solar, hydro, biomass and other clean energy power generation capacity of 1 million kw or more, clean energy proportion of primary energy consumption has reached more than 16%.   Among them, by 2023, the construction capacity of projects will be more than 700,000 kW, including the total installed capacity of offshore wind power of 300,000 kW, the grid-connected installed capacity of centralized photovoltaic power of 300,000 KW, and the grid-connected installed capacity of distributed photovoltaic power of 100,000 kW.   For unit rooftop PHOTOVOLTAIC power generation projects, the subsidy of 0.1 yuan/KWH based on actual generating capacity will be given for 2 years (continuous subsidy for 2 years) from the date of passing acceptance and grid connection.   For residential rooftop PHOTOVOLTAIC power generation projects, the subsidy of 0.1 yuan/KWH based on actual generating capacity will be given for 2 years (continuous subsidy for 2 years) from the date when the project passes the acceptance and is connected to the grid.  

On March 1, jiangsu suzhou industrial park management committee issued by the suzhou industrial park, further promote the development of distributed photovoltaic measures ", the file is clear: during the period of 14 or 15, strive for an annual new pv installed capacity of 70 megawatts, to 2025, the park photovoltaic capacity from 2020, an increase of 350 mw, regional energy structure optimization.   For distributed photovoltaic projects connected to the grid after January 1, 2022 and connected to the Carbon Peak platform in the park (except for projects requiring land transfer and planning conditions for the construction of photovoltaic power generation facilities), the building owner will be subsidized 0.1 yuan/KWH for one year.   The investment in photovoltaic building integration application project (photovoltaic modules as building components) is subsidized 0.1 yuan/KWH according to the project electricity generation for 3 years.  Support photovoltaic projects with energy storage facilities. Energy storage projects that are connected to the grid after January 1, 2022 and connected to the Carbon Peak platform in the park will be subsidized 0.3 yuan/KWH for project investors according to the electricity released by the project, and the subsidy will last for 3 years.  

Shanghai Xuhui District People's Government issued the notice of "Xuhui District Energy Conservation, emission reduction and Carbon Reduction Special Fund Management Measures", the notice points out that the new grid connected distributed photovoltaic projects within the district will be given support of 1000 yuan/kw according to the scale of project grid acceptance, or 20% according to the actual investment of the project.   The above support shall not exceed 2 million yuan.  At the same time, we will encourage building energy conservation, emission reduction and carbon reduction.  Enterprises in the implementation of building energy conservation projects in scope, and was listed in Shanghai green building and the overall prefabricated housing construction, reconstruction of existing building energy efficiency, low energy consumption building demonstration project, renewable energy and the building integration of building energy conservation and green building demonstration project, according to the project's contribution to the regional carbon reduction energy saving and emission reduction,   The maximum ratio of 1:0.5 will be allocated to district level fund matching.   The maximum value of a single demonstration project shall not exceed 3 million yuan.  The administrative Measures shall come into force on March 1, 2022 and shall be valid until February 28, 2025.  "Xuhui District Energy Conservation and Emission Reduction Special Fund Management Measures" (Xufubanfa [2017] No. 38) and implementation rules will be invalid at the same time.  

On January 4, the bureau of economy, trade and science and technology of Zhaoqing High-tech Zone in Guangdong province issued a draft of the implementation rules of electricity saving subsidies to support manufacturing development in Zhaoqing High-tech Zone.  

1. Scope of subsidy: the manufacturing enterprises in our district take advantage of the photovoltaic power generation projects built in the space within the factory and use them for their own production and operation (surplus electricity can be connected to the Internet).   The project shall be accepted and put into use, have been generated and used for its own use, and be put on record in the development and reform Department of our district from September 30, 2021 to September 29, 2022.  The enterprise does not belong to the development and reform department identified "two high" enterprises and no construction of "two high" projects.  

2. Subsidy standard: Based on the total installed capacity of the completed project, the subsidy amount of the project is determined according to the standard of 300 Yuan/kW and distributed to the manufacturing enterprise (site provider). The total subsidy amount of each enterprise does not exceed 1 million yuan.
