近日，中共中央辦公廳、國務(wù)院辦公廳印發(fā)了《關(guān)于推進(jìn)以縣城為重要載體的城鎮(zhèn)化建設(shè)的意見》。

意見提出：推進(jìn)生產(chǎn)生活低碳化。推動能源清潔低碳安全高效利用，引導(dǎo)非化石能源消費(fèi)和分布式能源發(fā)展，在有條件的地區(qū)推進(jìn)屋頂分布式光伏發(fā)電。堅(jiān)決遏制“兩高”項(xiàng)目盲目發(fā)展，深入推進(jìn)產(chǎn)業(yè)園區(qū)循環(huán)化改造。大力發(fā)展綠色建筑，推廣裝配式建筑、節(jié)能門窗、綠色建材、綠色照明，全面推行綠色施工。

通知指出，縣城是我國城鎮(zhèn)體系的重要組成部分，是城鄉(xiāng)融合發(fā)展的關(guān)鍵支撐，對促進(jìn)新型城鎮(zhèn)化建設(shè)、構(gòu)建新型工農(nóng)城鄉(xiāng)關(guān)系具有重要意義。

通知認(rèn)為，堅(jiān)持以人為核心推進(jìn)新型城鎮(zhèn)化，尊重縣城發(fā)展規(guī)律，統(tǒng)籌縣城生產(chǎn)、生活、生態(tài)、安全需要，因地制宜補(bǔ)齊縣城短板弱項(xiàng)，促進(jìn)縣城產(chǎn)業(yè)配套設(shè)施提質(zhì)增效、市政公用設(shè)施提檔升級、公共服務(wù)設(shè)施提標(biāo)擴(kuò)面、環(huán)境基礎(chǔ)設(shè)施提級擴(kuò)能，增強(qiáng)縣城綜合承載能力，提升縣城發(fā)展質(zhì)量，更好滿足農(nóng)民到縣城就業(yè)安家需求和縣城居民生產(chǎn)生活需要，為實(shí)施擴(kuò)大內(nèi)需戰(zhàn)略、協(xié)同推進(jìn)新型城鎮(zhèn)化和鄉(xiāng)村振興提供有力支撐。

通知提出，到2025年，以縣城為重要載體的城鎮(zhèn)化建設(shè)取得重要進(jìn)展，縣城短板弱項(xiàng)進(jìn)一步補(bǔ)齊補(bǔ)強(qiáng)，一批具有良好區(qū)位優(yōu)勢和產(chǎn)業(yè)基礎(chǔ)、資源環(huán)境承載能力較強(qiáng)、集聚人口經(jīng)濟(jì)條件較好的縣城建設(shè)取得明顯成效，公共資源配置與常住人口規(guī)?；酒ヅ?，特色優(yōu)勢產(chǎn)業(yè)發(fā)展壯大，市政設(shè)施基本完備，公共服務(wù)全面提升，人居環(huán)境有效改善，綜合承載能力明顯增強(qiáng)，農(nóng)民到縣城就業(yè)安家規(guī)模不斷擴(kuò)大，縣城居民生活品質(zhì)明顯改善。再經(jīng)過一個時期的努力，在全國范圍內(nèi)基本建成各具特色、富有活力、宜居宜業(yè)的現(xiàn)代化縣城，與鄰近大中城市的發(fā)展差距顯著縮小，促進(jìn)城鎮(zhèn)體系完善、支撐城鄉(xiāng)融合發(fā)展作用進(jìn)一步彰顯。

分布式光伏再迎重大利好

此前，2021年6月，國家能源局發(fā)布明確了不同類型屋頂?shù)墓夥惭b比例：黨政機(jī)關(guān)50%，學(xué)校、醫(yī)院、村委會等公共建筑40%，工商業(yè)屋頂30%，農(nóng)村居民屋頂20%。2021年9月，國家能源局已經(jīng)發(fā)布“重磅丨676縣市！國家能源局公布全國整縣光伏推進(jìn)名單”。目前，全國共有676整縣（市、區(qū)）被列入屋頂分布式光伏開發(fā)試點(diǎn)，試點(diǎn)工作要嚴(yán)格落實(shí)“自愿不強(qiáng)制、試點(diǎn)不審批、到位不越位、競爭不壟斷、工作不暫停”的工作要求。

2022年1月，國家能源局等3部門指出，利用農(nóng)戶閑置土地和農(nóng)房屋頂，建設(shè)分布式風(fēng)電和光伏發(fā)電，配置一定比例儲能，自發(fā)自用，就地消納，余電上網(wǎng)，農(nóng)戶獲取穩(wěn)定的租金或電費(fèi)收益。2022年2月，國管局：因地制宜推廣利用太陽能，全國70%縣級及以上黨政機(jī)關(guān)建成節(jié)約型機(jī)關(guān)！

2022年4月27日，國家能源局公布2022年一季度光伏裝機(jī)情況，新增裝機(jī)規(guī)模13.2GW，其中，分布式光伏8.87GW，占比超67%；集中式4.34GW，占比近33%。相比2021年一季度，光伏新增裝機(jī)規(guī)模同比增長了247%。一季度分布式裝機(jī)超地面2倍以上，分布式迎來發(fā)展重要階段。

根據(jù)“中國零碳鄉(xiāng)村”報(bào)告數(shù)據(jù)，以浙江某X縣為例，縣城總?cè)丝?00余萬，經(jīng)過前期聯(lián)合排查統(tǒng)計(jì)，政府機(jī)關(guān)單位大樓、醫(yī)院、學(xué)校、村委大樓、工商企業(yè)等建筑屋頂屋頂面積約65萬平米，房屋類型工商企業(yè)專用變壓器現(xiàn)有9323臺，容量合計(jì)3550000 KVA，預(yù)估可安裝容量1000 MW；鄉(xiāng)村可安裝居民屋頂3萬余戶，預(yù)計(jì)戶用光伏可裝容量300MW?？晒?jié)能減排效益全年可發(fā)清潔電力約13億度，每年可節(jié)約標(biāo)準(zhǔn)煤約39萬噸、減排二氧化碳約129萬噸。建設(shè)期間系統(tǒng)全投資50多億元，建成后年發(fā)電收益超過5億元。一戶安裝了20KW戶用光伏的農(nóng)戶家庭，一年可發(fā)電約2萬度，年增加收入超8000元。此外，創(chuàng)造施工就業(yè)崗位2000多個，運(yùn)營維護(hù)人員崗位1000余人。專家認(rèn)為，關(guān)于推進(jìn)以縣城為重要載體的城鎮(zhèn)化建設(shè)的意見的發(fā)布，將更加利好分布式光伏的推廣。
