重大消息：一周內(nèi)多地下發(fā)光伏補(bǔ)貼政策！

補(bǔ)貼范圍：

2021年5月20日至2022年2月28日期間的發(fā)電量。

補(bǔ)貼標(biāo)準(zhǔn)： 

應(yīng)用方（屋頂方）為非公共機(jī)構(gòu)的按0.15元/千瓦時； 

應(yīng)用方（屋頂方）為公共機(jī)構(gòu)的按0.3元/千瓦時。

三、陜西西安：

通知明確，自項(xiàng)目并網(wǎng)起，給予投資人0.25元/度補(bǔ)貼。各區(qū)縣范圍內(nèi)符合要求的分布式光伏發(fā)電項(xiàng)目發(fā)電補(bǔ)貼，由市財政局將補(bǔ)貼資金下達(dá)區(qū)縣財政局，區(qū)縣負(fù)責(zé)補(bǔ)貼資金兌付；各開發(fā)區(qū)（切塊管理區(qū)）范圍內(nèi)分布式光伏發(fā)電項(xiàng)目的發(fā)電補(bǔ)貼，由開發(fā)區(qū)（切塊管理區(qū)）按照不低于0.25元/度補(bǔ)貼標(biāo)準(zhǔn)給予發(fā)電補(bǔ)貼。

四、安徽蕪湖繁昌區(qū)

2021 is the first year of the 14th Five-year Plan and the last year for photovoltaic subsidies. The distributed photovoltaic field shows a leap-forward growth. In 2021, a total of 54.88 million kW of grid-connected capacity will be added, of which 29.279 million kW will be added for distributed photovoltaic.  

No more state subsidies for PV in 2022, but still local subsidies!  

Nearly a week in many places to issue photovoltaic subsidy documents, up to 0.3 yuan/degree!  

I. Wuhu, Anhui:  

On March 4, Wuhu Municipal People's Government issued the implementation opinions on accelerating the promotion and application of photovoltaic power generation.   According to the opinions, energy storage systems should be built for new photovoltaic power generation projects, and energy storage batteries should meet the requirements of relevant industry standards. Since the beginning of the project, the operating entity of energy storage power station should be given 0.3 yuan/KWH subsidy according to the actual amount of electricity released from the energy storage system, and the maximum annual subsidy for the same project is 1 million yuan.  The subsidy project shall be the project put into production from the date of issuance to December 31, 2023, and the subsidy period of a single project shall be 5 years.  

For the existing building roof reinforcement and renovation, 10% of the reinforcement and renovation cost will be awarded, and the maximum reward amount for a single project shall not exceed 0.3 yuan/watt of its photovoltaic installed capacity.   The subsidy project is the project connected to the network from the date of issuance to December 31, 2023.  

Ii. Huangpu District and Development Zone of Guangzhou  

On March 14, The People's Government of Huangpu District of Guangzhou released the application of power generation subsidy funds for investors of the first batch of distributed photovoltaic power generation projects in 2022. The application period is from March 14, 2022 to March 31, 2022.   Each applicant shall submit the declaration materials to the "Policy Cashing" window within the application period.  

Scope of subsidy:  

Electricity generation from 20 May 2021 to 28 February 2022.  

Subsidy standard:  

Application side (roof side) for non-public institutions according to 0.15 yuan/KWH;  

Application side (roof side) for public institutions according to 0.3 yuan/KWH.  

Iii. Xi 'an, Shaanxi:  

The notice made clear that since the project was connected to the network, investors will be given a subsidy of 0.25 yuan/degree.  For power generation subsidies of distributed photovoltaic power generation projects that meet the requirements within each district or county, the municipal Finance Bureau shall transfer the subsidy funds to the district or county finance Bureau, and the district or county shall be responsible for the payment of subsidy funds;  Power generation subsidies for distributed photovoltaic power generation projects within the scope of each development zone (block management zone) shall be provided by the development zone (block management zone) in accordance with the subsidy standard of no less than 0.25 yuan/KWH.  

Fanchang District, Wuhu, Anhui province  

Fanchang District People's Government Office issued a notice on the issuance of several support measures for energy saving and carbon reduction in Fanchang District. The notice pointed out that enterprises using their own workshops to build distributed photovoltaic power generation (over 500 kW or 8000 square meters) and self-use will be given a subsidy of 0.05 yuan/KWH according to the self-use and self-use of electricity, and the subsidy will be continued for two years.   Enterprises using green electricity in the area shall be given a subsidy of 0.04 YUAN/KWH for 2 consecutive years according to the amount of green electricity used.  Enterprises within the jurisdiction that use green electricity outside the area shall be given a subsidy of 0.03 yuan/KWH for 2 consecutive years according to the usage amount.  The total amount of subsidy for a single project shall not exceed 2 million yuan.  

In addition, the Ministry of Finance has mentioned the establishment of a national low carbon transition Fund to promote the optimization of the energy mix, improve clean energy support policies, and vigorously develop renewable energy.   We will support the exploitation and utilization of unconventional natural gas and encourage enterprises to increase reserves and production.  We will work to address the funding gap in subsidies for renewable energy generation.
