2月28日，浙江省杭州市人民政府辦公廳發(fā)布關于促進我市建筑業(yè)高質量發(fā)展的實施意見得通知。
其中提到推動行業(yè)綠色低碳發(fā)展，落實碳達峰、碳中和工作要求，提高新建建筑節(jié)能標準。推進高星級綠色建筑、近零能耗（含超低能耗）建筑建設示范，開展國家綠色生態(tài)城區(qū)和省級綠色生態(tài)城區(qū)建設示范創(chuàng)建。研究建立公共建筑能耗及碳排放信息公示披露制度。完善節(jié)能改造市場機制，重點支持合同能源管理模式。加快推進綠色建材評價認證和推廣應用，制定綠色建材需求標準和推廣應用政策措施。逐步提高綠色建材應用比例。培育打造一批政府投資項目綠色建材應用示范工程。推進可再生能源在新建建筑和既有建筑改造中的規(guī)?；_發(fā)利用。加強智能電網(wǎng)建設，實現(xiàn)區(qū)域光伏發(fā)電與建筑用電之間的合理調(diào)配，推動太陽能光伏發(fā)電系統(tǒng)在公共建筑中的推廣應用。到2025年，新建綠色建筑不少于2億平方米，高星級綠色建筑占比不少于65%；新建建筑可再生能源替代常規(guī)能源比例力爭達到8%；既有建筑能效穩(wěn)步提升，實施節(jié)能改造不少于320萬平方米。

為促進我市建筑業(yè)高質量發(fā)展，提升建筑業(yè)服務保障水平，加快發(fā)展機制改革創(chuàng)新，根據(jù)《浙江省人民政府辦公廳關于推動浙江建筑業(yè)改革創(chuàng)新高質量發(fā)展的實施意見》（浙政辦發(fā)〔2021〕19號）精神，經(jīng)市政府同意，現(xiàn)提出如下實施意見。
一、營造建筑業(yè)高質量發(fā)展環(huán)境
（一）保持建筑業(yè)穩(wěn)步增長態(tài)勢。到2025年，建筑業(yè)產(chǎn)值、增加值等規(guī)模指標繼續(xù)保持全省領先，在主要省會城市中保持全國前列；行業(yè)稅收收入年增速與行業(yè)發(fā)展相協(xié)調(diào)。培育一批具有核心競爭力的工程總承包、專業(yè)承包龍頭企業(yè)和全過程工程咨詢企業(yè)，特級施工企業(yè)力爭達到20家，百億產(chǎn)值規(guī)模建筑業(yè)頭部企業(yè)力爭達到8家，累計獲評國家級優(yōu)質工程20項以上、省級優(yōu)質工程125項以上。建筑工地揚塵管控和環(huán)境面貌明顯改善，創(chuàng)建杭州市建設工程施工安全生產(chǎn)標準化管理優(yōu)良工地800個以上，浙江省建筑施工安全生產(chǎn)標準化管理優(yōu)良工地240個以上；裝配式建筑占新建建筑比重達到35%。培育一批技術創(chuàng)新中心、重點實驗室等建筑業(yè)科技創(chuàng)新基地，逐步實現(xiàn)建筑工業(yè)化與數(shù)字化深度融合，建筑信息模型（BIM）、物聯(lián)網(wǎng)、大數(shù)據(jù)、智能建造等數(shù)字技術和先進制造設備、智能設備及智慧工地相關裝備在建筑領域集成應用和推廣。創(chuàng)新建設模式，智慧工地覆蓋率達到100%。[責任單位：市建委、市發(fā)改委、市經(jīng)信局、市科技局、市數(shù)據(jù)資源局、國家稅務總局杭州市稅務局，各區(qū)、縣（市）政府。列第一位的為牽頭單位，下同。以下均需各區(qū)、縣（市）政府落實，不再列出]

（二）打造建筑業(yè)營商環(huán)境建設新高地。在建筑業(yè)領域全面深化“放管服”改革。深入推進簡政放權，堅持以取消為主，向市場放權、向社會放權。擴大招投標“評定分離”試點范圍，在設計、施工、監(jiān)理、全過程工程咨詢招投標項目中試點“評定分離”，推進造價市場化改革，激發(fā)區(qū)域經(jīng)濟和市場主體活力。全力推進建筑業(yè)領域“一件事”改革。推動建筑業(yè)領域審批服務便民化，為建筑業(yè)企業(yè)和辦事群眾構建更加高效、便捷的政務服務環(huán)境。推進更多建筑業(yè)領域行政許可高頻服務事項掌上辦、隨時辦、智能辦。全面對接浙江省建筑施工企業(yè)信用評價體系建設，制定完善我市實施細則，構建以“雙隨機、一公開”為基礎、重點監(jiān)督為補充、信用監(jiān)管為支撐的事中事后監(jiān)管機制，進一步營造公平競爭的建筑業(yè)市場氛圍。（責任單位：市建委、市審管辦、市數(shù)據(jù)資源局）
二、強化建筑業(yè)高質量發(fā)展要素保障
（三）優(yōu)化建筑業(yè)產(chǎn)業(yè)結構。在提升建筑業(yè)企業(yè)原有傳統(tǒng)專業(yè)實力的同時，培育一批向公路、鐵路、橋梁、港口航道、隧道、城市軌道、電力、石油化工、城市綜合體等專業(yè)發(fā)展的建筑業(yè)企業(yè)，提升企業(yè)的專業(yè)施工能力和在高端市場的競爭力。積極引進市外特級（綜合、甲級）資質等高等級建筑業(yè)企業(yè)。鼓勵建筑業(yè)領域“杭商回歸”，支持企業(yè)總部及基地建設，并根據(jù)《浙江省發(fā)展和改革委員會關于印發(fā)〈浙江省鼓勵和引導發(fā)展總部經(jīng)濟的若干意見〉的通知》（浙發(fā)改經(jīng)合〔2020〕89號）精神，按我市現(xiàn)有規(guī)定給予人才等方面的政策支持。（責任單位：市建委、市發(fā)改委、市投資促進局、市人力社保局）
（四）培育建筑業(yè)頭部企業(yè)。支持本地骨干建筑業(yè)企業(yè)做大做強，重點支持培育有實力的建筑業(yè)企業(yè)晉升特級（綜合、甲級）等高等級資質。支持符合條件的建筑業(yè)企業(yè)參加高新技術企業(yè)認定，對認定為高新技術企業(yè)的建筑業(yè)企業(yè)，減按15%的稅率征收企業(yè)所得稅。建筑業(yè)企業(yè)發(fā)生的職工教育經(jīng)費支出不超過工資薪金總額8%的部分，準予在計算企業(yè)所得稅應納稅所得額時扣除，超過部分準予在以后納稅年度結轉扣除。鼓勵和支持民營建筑業(yè)企業(yè)以聯(lián)合、兼并、重組等形式，推進混合所有制和項目股份制改革，鼓勵支持建筑業(yè)企業(yè)上市。（責任單位：市建委、市發(fā)改委、市科技局、市地方金融監(jiān)管局、國家稅務總局杭州市稅務局）
（五）夯實人才隊伍建設。加快建筑產(chǎn)業(yè)工人隊伍建設，實施職工素質提升工程、職工成長發(fā)展工程。深化產(chǎn)教融合、校企合作，推行建筑業(yè)新型學徒制，增加智能建造等新興領域產(chǎn)業(yè)技能人才供給。改革建筑用工制度，以專業(yè)分包企業(yè)為建筑產(chǎn)業(yè)工人管理的主要載體，逐步實現(xiàn)建筑產(chǎn)業(yè)工人公司化、專業(yè)化管理。保障建筑產(chǎn)業(yè)工人工資報酬合法權益，維護建筑工人職業(yè)安全和健康。支持建筑產(chǎn)業(yè)工人按規(guī)定享受積分落戶、子女教育、法律援助、社會醫(yī)療保險等城市公共服務。弘揚勞模精神和工匠精神，積極選派優(yōu)秀設計師參加工程勘察設計大師評選，指導和支持建筑業(yè)企業(yè)創(chuàng)建技能大師工作室。在同等條件下，獲得“杭州建設工匠”稱號的個人優(yōu)先申報“杭州工匠”“五一勞動獎章”“勞動模范”等各項榮譽評選。（責任單位：市建委、市市場監(jiān)管局、市人力社保局、市總工會）
（六）加大建筑業(yè)財政金融支持力度。鼓勵銀行業(yè)金融機構在授信額度、擔保方式、利率優(yōu)惠等方面給予有市場、有信用的建筑業(yè)企業(yè)更多支持。支持建筑業(yè)企業(yè)通過發(fā)行各類債券、票據(jù)以及施工合同融資貸款等新型融資方式直接籌集資金；支持符合條件的建筑業(yè)企業(yè)在銀行間市場發(fā)行債務融資工具；支持建筑業(yè)企業(yè)以建筑材料、工程設備、在建工程作為抵質押物進行融資。鼓勵銀行業(yè)金融機構對信用良好的建筑業(yè)企業(yè)實施減費讓利，嚴格禁止不規(guī)范服務收費。繼續(xù)運用保函、保險機制推動保證金領域改革，釋放建筑業(yè)企業(yè)保證金沉淀資金，減輕企業(yè)負擔。（責任單位：市建委、市地方金融監(jiān)管局、人行杭州中心支行、浙江銀保監(jiān)局）市級統(tǒng)籌建筑工業(yè)化、公共建筑能效提升等相關資金，探索制定綠色低碳城區(qū)及建筑示范、綠色建材試點示范等支持政策，支持建筑業(yè)高質量發(fā)展。各區(qū)、縣（市）可結合屬地情況，研究制定引進高等級資質建筑業(yè)企業(yè)、培育頭部企業(yè)等資金支持政策，促進建筑業(yè)持續(xù)健康發(fā)展。（責任單位：市建委、市財政局）
三、推進建筑業(yè)轉型升級高質量發(fā)展
（七）推動建筑行業(yè)迭代升級。強化數(shù)字化引領，推動BIM、物聯(lián)網(wǎng)、大數(shù)據(jù)、云計算、智能建造、智能感知等數(shù)字技術在建設領域的全面應用。實施地下市政基礎設施數(shù)字化改造。探索建立杭州市城市信息模型（CIM）基礎信息平臺，推動數(shù)字城市和物理城市同步規(guī)劃、同步建設。加快應用BIM技術，探索制定BIM報建審批標準和施工圖BIM審圖模式，推進BIM數(shù)據(jù)與CIM平臺的融通聯(lián)動。對要求應用BIM技術的項目，在項目立項中明確BIM技術應用要求和配套費用，在設計、施工、咨詢服務和物業(yè)等招標文件中，增加BIM技術應用內(nèi)容和要求。推進省工程建設數(shù)字化改革試點。支持建筑業(yè)企業(yè)自主研發(fā)和技術創(chuàng)新，積極創(chuàng)建國家級、省級重點實驗室和企業(yè)技術中心、研發(fā)中心、院士專家工作站等，積極主導或參與編制國際標準以及國家、行業(yè)、省市地方標準，開展標準化試點示范。（責任單位：市建委、市市場監(jiān)管局、市經(jīng)信局、市科技局）加快裝配式建筑關鍵技術、重大科技創(chuàng)新成果轉化推廣，無國家、行業(yè)、地方標準的技術產(chǎn)品，由國家認可的檢測機構進行試驗、論證，出具檢測報告，通過省級有關部門組織的專家技術審查后，審查意見可作為工程設計、施工、驗收依據(jù)。對裝配式建筑技術創(chuàng)新、示范基地與示范項目、農(nóng)村鋼結構裝配式住宅（農(nóng)房）試點示范予以財政獎勵。大力發(fā)展鋼結構裝配式建筑，新立項政府投資的單體地上建筑面積2萬平方米(含)以上的新建公共建筑應采用鋼結構裝配式建造。（責任單位：市建委、市發(fā)改委、市住保房管局、市規(guī)劃和自然資源局、市財政局）

（九）強化建筑業(yè)品牌建設。推進建筑施工領域風險分級管控和隱患排查治理，引入第三方機構參與安全風險管理。推行建筑施工領域安全生產(chǎn)責任保險制度，將商業(yè)保險的風險專業(yè)化控制和社會保障功能引入安全生產(chǎn)監(jiān)管體系。持續(xù)開展全市建筑工地安全文明施工標準化大比武，每年高品質創(chuàng)建杭州市建設工程施工安全生產(chǎn)標準化管理優(yōu)良工地不少于200個，浙江省建筑施工安全生產(chǎn)標準化管理優(yōu)良工地60個以上。建立健全建設工程質量責任追溯體系，落實工程質量終身制要求，嚴格執(zhí)行“兩書一牌”制度，強化企業(yè)負責人和項目負責人質量責任。完善工程質量檢測制度，研究建立檢測企業(yè)相關信息監(jiān)管平臺，加強檢測過程和檢測行為監(jiān)管。深入推進建筑工地環(huán)境秩序治理，完善屬地網(wǎng)格化管理體系。推進預拌混凝土車輛清潔化和預拌干混砂漿企業(yè)清潔生產(chǎn)改造。完善建筑設計方案審查論證機制，建立“前策劃、后評估”制度。開展建筑師負責制試點，制定出臺政策措施，明確建筑師權利和義務。打造杭州建筑產(chǎn)業(yè)集群“杭州建造”公共品牌。鼓勵企業(yè)積極參與“品字標”品牌建設。（責任單位：市建委、市市場監(jiān)管局）
四、助推城鄉(xiāng)融合發(fā)展
（十）建筑業(yè)助推區(qū)域協(xié)同，促進共同富裕。鼓勵建筑業(yè)企業(yè)參與未來社區(qū)、未來鄉(xiāng)村建設，參與實施城鄉(xiāng)風貌整治提升行動，助力農(nóng)村基礎設施、公共服務核心功能配套標準化建設，促進城鄉(xiāng)供水、電網(wǎng)、通信、燃氣等基礎設施同規(guī)同標同質。助推“農(nóng)民建房一件事”改革，建立農(nóng)村房屋全生命周期管理機制，參與實施“老屋復老”行動，建設“杭派民居”特色村，努力形成建筑業(yè)領域推進共同富裕的杭州經(jīng)驗、杭州樣板。（責任單位：市建委、市發(fā)改委、市農(nóng)業(yè)農(nóng)村局）
五、其他
本意見自2022年3月28日起施行，有效期至2025年12月31日，由市建委負責牽頭組織實施。各區(qū)、縣（市）政府可參照本意見制定促進建筑業(yè)高質量發(fā)展的具體辦法和措施。

On February 28, General Office of Hangzhou Municipal People's Government of Zhejiang province issued a notice of implementation opinions on promoting the high-quality development of the construction industry in Hangzhou.  

It mentioned promoting green and low-carbon development of the industry, implementing carbon peak and carbon neutral work requirements, and raising energy efficiency standards for new buildings.   We will promote demonstrations in the construction of high-star green buildings and buildings with near zero energy consumption (including ultra-low energy consumption), and carry out demonstrations in the development of green and ecological urban areas at the national and provincial levels.  We will study and establish a public disclosure system for information on energy consumption and carbon emissions of public buildings.  We will improve the market mechanism for energy conservation renovation, focusing on supporting the contracted energy management model.  We will accelerate the evaluation, certification, promotion and application of green building materials, and formulate requirements standards and policies and measures for the promotion and application of green building materials.   Gradually increase the proportion of green building materials used.  We will develop a number of demonstration projects for the application of green building materials in government-funded projects.  We will promote large-scale development and utilization of renewable energy in new buildings and renovation of existing buildings.   Strengthen the construction of smart grid, realize the reasonable allocation between regional photovoltaic power generation and building electricity consumption, and promote the popularization and application of solar photovoltaic power generation system in public buildings.  By 2025, no less than 200 million square meters of green buildings will be built, and no less than 65 percent of high-star green buildings will be built.  The proportion of renewable energy replacing conventional energy in new buildings should reach 8%.  The energy efficiency of existing buildings has steadily improved, with no less than 3.2 million square meters of buildings being upgraded to conserve energy.

To promote the development of the city construction, high quality, enhance the level of construction service, speed up the development of mechanism innovation, according to the general office of zhejiang province people's government on the development of zhejiang construction innovation, high quality of the implementation opinions "(zhejiang ZhengBan hair [2021] no. 19) spirit, with the approval of the municipal government, the following implementation opinions have been put forward.  

I. Create a high-quality development environment for the construction industry  

1. Maintaining steady growth in the construction industry  By 2025, the construction industry output value, added value and other scale indicators will continue to maintain the leading position in the province, and remain in the forefront of the country among major provincial capitals.   Annual growth rate of industry tax revenue should be coordinated with industry development.  Cultivate a number of leading enterprises of general contracting, professional contracting and whole-process engineering consulting with core competitiveness, strive to reach 20 special-grade construction enterprises, strive to reach 8 leading enterprises of construction industry with output value of 10 billion yuan, and have been awarded more than 20 national quality projects and more than 125 provincial quality projects.  Construction site dust control and environmental features have been significantly improved, and more than 800 construction sites with excellent standardization management of safe production have been established in Hangzhou and 240 construction sites with excellent standardization management of safe production in Zhejiang.  Prefabricated buildings account for 35% of new construction.   Cultivate a batch of technology innovation center, key laboratory construction, such as science and technology innovation base, and gradually achieve construction industrialization and digital depth fusion, building information model (BIM), Internet of things, big data, such as digital technology and intelligent building advanced manufacturing equipment, intelligent equipment and related equipment in the field of building intelligence site integration application and promotion.  Innovative construction mode, smart site coverage reached 100%.   [Responsible units: Municipal Construction Commission, Municipal Development and Reform Commission, Municipal Bureau of Economic And Information Technology, Municipal Bureau of Science and Technology, Municipal Bureau of Data and Resources, State Administration of Taxation, Hangzhou Taxation Bureau, all district and county (city) governments. (2) Building a new business environment for the construction industry.  We will comprehensively deepen reform of the construction sector to delegate power, improve regulation, and improve services.  We will further streamline administration and delegate more power to the market and society, with the focus on abolition.  We will expand the scope of trials for separating assessment from bidding and tendering, and carry out trials for separating assessment from bidding and tendering projects in design, construction, supervision and whole-process engineering consulting, so as to promote market-based cost reform and stimulate the vitality of regional economies and market entities.  We will vigorously promote the reform of "one thing" in the construction industry.  We will make construction approval services more convenient, and create a more efficient and convenient government service environment for construction enterprises and the general public.  More high-frequency services for administrative licensing in the construction sector will be handled by hand, at any time, and in an intelligent manner.   Comprehensively docking the construction of credit evaluation system for construction enterprises in Zhejiang Province, making and improving the implementation rules of our city, building a supervision mechanism during and after the event based on "double random, one open", supplemented by key supervision and supported by credit supervision, to further create a fair competition atmosphere in the construction industry market.  (Responsible unit: Municipal Construction Commission, Municipal Examination and Control Office, Municipal Data Resources Bureau)  

2. Strengthening the guarantee of high-quality development factors for the construction industry  

3. Improving the structure of the construction industry  In addition to improving the traditional professional strength of construction enterprises, a group of construction enterprises will be cultivated to develop into highways, railways, Bridges, ports, channels, tunnels, urban rail, electric power, petrochemical industry, urban complex and other professional construction enterprises, so as to enhance their professional construction ability and competitiveness in high-end markets.  Actively introduce high-grade construction enterprises with extra-grade (comprehensive, grade A) qualifications.   Encourage "return" hangzhou dealers, construction field support corporate headquarters and base construction, and according to the development and reform commission of zhejiang province about print and distribute "to encourage and guide the several opinions for the development of headquarters economy in zhejiang province > notice (zhejiang change of economic co-operation and development [2020] no. 89) spirit, such as stipulated in the zhuhai existing talent policy support.  (Responsible Units: Municipal Construction Commission, Municipal Development and Reform Commission, Municipal Investment Promotion Bureau, Municipal Human Resources and Social Security Bureau)  

(4) Cultivating leading enterprises in the construction industry.  Supporting local backbone construction enterprises to grow bigger and stronger, focusing on supporting the cultivation of powerful construction enterprises to be promoted to super (comprehensive, grade A) and other high-level qualifications.  Supporting qualified construction enterprises to participate in the recognition of new and high technology enterprises, the construction enterprises recognized as new and high technology enterprises shall be levied enterprise income tax at a reduced rate of 15%.  The part of educational expenses incurred by construction enterprises that does not exceed 8% of the total wages and salaries is allowed to be deducted when calculating the taxable income amount of enterprise income tax, and the excess part is allowed to be carried forward for deduction in the following tax years.  We will encourage and support private construction enterprises to promote mixed ownership and joint-stock system reform in the form of joint ventures, mergers and reorganizations, and encourage and support construction enterprises to go public.  (Responsible units: Municipal Construction Commission, Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Local Financial Supervision Bureau, State Administration of Taxation, Hangzhou Tax Bureau)  

5. Strengthening personnel training  We will accelerate the building of the workforce in the construction industry and implement projects to improve the quality of workers and promote their development.  We will deepen the integration of industry and education and university-enterprise cooperation, introduce new apprenticeships in the construction industry, and increase the supply of skilled industrial personnel in emerging areas such as smart construction.  Reform construction employment system, take professional subcontracting enterprises as the main carrier of construction industry workers management, and gradually realize corporate and professional management of construction industry workers.  The legitimate rights and interests of workers in the construction industry shall be guaranteed, and occupational safety and health of construction workers shall be safeguarded.  We will support workers in the construction industry to enjoy urban public services such as household registration with points, children's education, legal aid, and social medical insurance in accordance with regulations.   Carry forward the spirit of model workers and craftsmen, actively select outstanding designers to participate in the selection of engineering survey and design masters, guide and support construction enterprises to establish skill master studios.   Under the same conditions, individuals who have won the title of "Hangzhou Construction Craftsman" will have priority in applying for "Hangzhou Craftsman", "May 1 Labor Medal", "Model worker" and other honors.  (Responsible Units: Municipal Construction Commission, Municipal Market Supervision Bureau, Municipal Human Resources and Social Security Bureau, Municipal Federation of Trade Unions)
