廣東省促進新型儲能電站發(fā)展若干措施
根據(jù)《廣東省推動新型儲能產(chǎn)業(yè)高質(zhì)量發(fā)展指導(dǎo)意見》(粵府辦〔2023〕4號)要求,為促進我省新型儲能電站規(guī)?;行虬l(fā)展,助力將新型儲能產(chǎn)業(yè)打造成為我省戰(zhàn)略性支柱產(chǎn)業(yè),制定以下措施。
一、拓展多元化應(yīng)用
(一)推進新能源發(fā)電配建新型儲能。按照分類實施的原則,2022年以后新增規(guī)劃的海上風(fēng)電項目以及2023年7月1日以后新增并網(wǎng)的集中式光伏電站和陸上集中式風(fēng)電項目,按照不低于發(fā)電裝機容量的10%、時長1小時配置新型儲能,后續(xù)根據(jù)電力系統(tǒng)相關(guān)安全穩(wěn)定標準要求、新能源實際并網(wǎng)規(guī)模等情況,調(diào)整新型儲能配置容量;鼓勵存量新能源發(fā)電項目按照上述原則配置新型儲能??刹捎帽娀I共建(集群共享)、租賃或項目自建等方式落實儲能配置,其中第一種方式由項目所在地市組織布局落實。配置新型儲能電站投產(chǎn)時間應(yīng)不晚于項目本體首次并網(wǎng)時間,原則上不跨地市配置。爭取到2025年,全省新能源發(fā)電項目配建新型儲能電站規(guī)模100萬千瓦以上,到2027年達到200萬千瓦以上,“十五五”期末達到300萬千瓦以上。(省能源局,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局,各有關(guān)發(fā)電企業(yè)負責(zé))
(二)規(guī)劃引導(dǎo)獨立儲能合理布局。按照合理布局、按需建設(shè)的原則,電網(wǎng)企業(yè)牽頭研究提出在新能源大規(guī)模匯集而消納受限地區(qū)、電力需求波動大、輸電走廊和站址資源緊張等區(qū)域的獨立儲能電站規(guī)劃布局建議,明確合理配置的規(guī)模、布點,鼓勵各類社會資本積極參與投資建設(shè)。(省能源局,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(三)持續(xù)提升火電聯(lián)合儲能調(diào)節(jié)能力?;痣姍C組合理配置新型儲能電站,聯(lián)合參與調(diào)頻、備用等輔助服務(wù)市場交易,持續(xù)拓寬火儲聯(lián)調(diào)的應(yīng)用場景,加強示范項目跟蹤評估。(省能源局,有關(guān)地級以上市政府,廣東電網(wǎng)公司、深圳供電局,各有關(guān)發(fā)電企業(yè)負責(zé))
(四)大力鼓勵用戶側(cè)儲能發(fā)展。按照因地制宜、靈活多樣的原則支持工商業(yè)企業(yè)、產(chǎn)業(yè)園區(qū)等配建新型儲能電站。精密制造、通信、金融等用電量大且對供電可靠性、電能質(zhì)量要求高的電力用戶,按需配置新型儲能電站。加快推動分布式新能源、微電網(wǎng)配置新型儲能電站,推動工業(yè)園區(qū)、商業(yè)樓宇開展冷、熱、電、儲綜合能源服務(wù)。(省能源局、工業(yè)和信息化廳,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(五)積極推進虛擬電廠建設(shè)。推動新型儲能電站與工業(yè)可控設(shè)備負荷、充換電設(shè)施、分布式光伏等資源聚合應(yīng)用,配置“智能量測終端+多芯智能電表”,完成獨立計量和智能控制,在廣州、深圳等地開展虛擬電廠試點。統(tǒng)籌全省虛擬電廠接入、市場交易和協(xié)同控制,逐步培育形成百萬千瓦級虛擬電廠響應(yīng)能力。(省能源局、工業(yè)和信息化廳,有關(guān)地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(六)加強抗災(zāi)保障新型儲能建設(shè)。依托全省堅強局部電網(wǎng)建設(shè),在沿海強風(fēng)區(qū)的7個地市中心城區(qū)和26個縣區(qū)中心區(qū)規(guī)劃建設(shè)“110千伏戶內(nèi)站+110千伏電纜+新型儲能”和“新型儲能+10千伏電纜線路+保底用戶”電網(wǎng)。針對政府、醫(yī)院等重要電力用戶,建設(shè)安全可靠移動式或固定式新型儲能電站作為應(yīng)急備用電源。(省能源局,有關(guān)地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(七)探索打造“風(fēng)光儲”微電網(wǎng)。在海島、山區(qū)等可再生能源資源豐富地區(qū),結(jié)合風(fēng)電、光伏發(fā)電等開發(fā),按需配置新型儲能,實施“新能源+儲能”開發(fā)模式,打造海島、農(nóng)村分布式“風(fēng)光儲”智能微電網(wǎng)。(省能源局,有關(guān)地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(八)大力推動新型儲能技術(shù)創(chuàng)新試點示范。建設(shè)省新型儲能制造業(yè)創(chuàng)新中心,加快推進產(chǎn)學(xué)研用協(xié)同示范基地和規(guī)?;瘜嵶C基地建設(shè)。開展“源網(wǎng)荷儲一體化”項目試點,開展儲能電站“一體多用、分時復(fù)用”試點示范。促進鈉離子電池、固態(tài)鋰離子電池和液流電池,以及壓縮空氣、飛輪儲能等新型儲能電站試點示范。開展多種儲能技術(shù)聯(lián)合應(yīng)用復(fù)合型儲能試點示范,推動大容量、中長時間尺度新型儲能電站試點示范。(省工業(yè)和信息化廳、發(fā)展改革委、科技廳、能源局,省新型儲能創(chuàng)新中心,有關(guān)地級以上市政府負責(zé))
(九)促進新型儲能與新型基礎(chǔ)設(shè)施共享融合發(fā)展。加快推進新型儲能電站與大數(shù)據(jù)中心、5G基站、數(shù)字電網(wǎng)等新型基礎(chǔ)設(shè)施融合應(yīng)用,在廣州、深圳等電動汽車應(yīng)用先進地區(qū)智能化改造升級直流公共快充站,試點建設(shè)直流雙向充電樁,探索規(guī)模化車網(wǎng)互動。(省發(fā)展改革委、工業(yè)和信息化廳、能源局,省通信管理局,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
二、強化政策支持
(十)鼓勵先進產(chǎn)品示范應(yīng)用。鼓勵省內(nèi)儲能生產(chǎn)制造企業(yè)加強技術(shù)創(chuàng)新,推進先進產(chǎn)品制造,促進產(chǎn)業(yè)集聚發(fā)展。加強生產(chǎn)制造企業(yè)產(chǎn)品質(zhì)量抽檢和全生命周期質(zhì)量監(jiān)管,儲能生產(chǎn)制造企業(yè)要強化產(chǎn)品質(zhì)量管理主體責(zé)任,確保生產(chǎn)優(yōu)質(zhì)可靠產(chǎn)品。及時發(fā)布先進優(yōu)質(zhì)產(chǎn)品標準規(guī)范,引導(dǎo)儲能電站項目選擇先進優(yōu)質(zhì)可靠產(chǎn)品。用戶側(cè)儲能項目使用產(chǎn)品經(jīng)認定符合先進優(yōu)質(zhì)產(chǎn)品標準規(guī)范的,其儲能設(shè)施用電量單獨計量,電價參照全省蓄冷電價政策執(zhí)行。(省工業(yè)和信息化廳、發(fā)展改革委、科技廳、能源局、市場監(jiān)管局,廣東電網(wǎng)公司、深圳供電局,省新型儲能創(chuàng)新中心負責(zé))
(十一)完善市場價格機制。按照國家有關(guān)規(guī)定,獨立儲能電站向電網(wǎng)送電的,其相應(yīng)充電電量不承擔(dān)輸配電價和政府性基金及附加。根據(jù)電力供需實際情況動態(tài)調(diào)整峰谷價差,合理設(shè)置電力中長期市場、現(xiàn)貨市場價格上下限。(省發(fā)展改革委、能源局,國家能源局南方監(jiān)管局,廣東電網(wǎng)公司、深圳供電局、廣東電力交易中心負責(zé))
(十二)強化要素保障。對列入年度計劃、獨立占地的新型儲能電站,按公用設(shè)施優(yōu)先安排項目用地。探索利用退役火電機組既有廠址、輸變電設(shè)施等建設(shè)新型儲能電站。在既有場地建設(shè)新型儲能電站的,簡化優(yōu)化規(guī)劃選址手續(xù)。優(yōu)先保障新型儲能電站土地利用計劃指標,各地市在符合行業(yè)標準條件下,優(yōu)化新型儲能電站土地利用指標容積率、綠化率要求。對需要履行環(huán)評審批手續(xù)的新型儲能電站項目,開辟環(huán)評審批綠色通道;對符合條件不需環(huán)評審批的,依法依規(guī)不納入環(huán)評管理。優(yōu)化新型儲能電站節(jié)能審查流程,保障項目用能需求。(省自然資源廳、生態(tài)環(huán)境廳、發(fā)展改革委、能源局,各地級以上市政府負責(zé))
(十三)強化金融支持。支持新型儲能電站項目使用政策性開發(fā)性金融工具,支持將新型儲能納入綠色金融支持范圍。鼓勵各地市結(jié)合實際對新型儲能電站項目給予財政扶持。(省發(fā)展改革委、財政廳、地方金融監(jiān)管局、能源局,人民銀行廣州分行、廣東銀保監(jiān)局、廣東證監(jiān)局,各地級以上市政府負責(zé))
(十四)建立激勵機制。對于落實配置儲能電站要求的新能源發(fā)電企業(yè),在風(fēng)光資源競爭性配置、項目立項、項目并網(wǎng)、調(diào)度運行、電力輔助服務(wù)補償考核等方面給予優(yōu)先考慮。根據(jù)用戶配置儲能容量比例,在實施需求響應(yīng)時予以適當(dāng)支持。(省能源局、國家能源局南方監(jiān)管局,廣東電網(wǎng)公司、深圳供電局負責(zé))
三、健全運營調(diào)度機制
(十五)推進新型儲能參與電力市場。按照《廣東省新型儲能參與電力市場交易實施方案》,獨立儲能電站可作為獨立主體參與電力中長期、現(xiàn)貨和輔助服務(wù)市場交易;電源側(cè)儲能電站聯(lián)合發(fā)電企業(yè)作為整體參與電能量市場和輔助服務(wù)市場;用戶側(cè)儲能電站聯(lián)合電力用戶作為整體參與電能量市場和需求響應(yīng)市場。支持虛擬電廠參與市場化需求響應(yīng)交易和輔助服務(wù)市場。(省能源局,國家能源局南方監(jiān)管局,廣東電網(wǎng)公司、深圳供電局、廣東電力交易中心負責(zé))
(十六)優(yōu)化調(diào)度運行機制。建立健全以市場化方式為主的新型儲能電站調(diào)度運行機制,由電力調(diào)度機構(gòu)制定新型儲能電站調(diào)度運行規(guī)程和調(diào)用標準,科學(xué)調(diào)度新型儲能電站。新型儲能電站按照國家能源局南方監(jiān)管局相關(guān)監(jiān)管要求納入并網(wǎng)主體管理。新型儲能電站應(yīng)規(guī)范配置監(jiān)控系統(tǒng)和通訊信息等二次系統(tǒng),按程序向電力調(diào)度機構(gòu)上傳運行信息,接受調(diào)度指令,實現(xiàn)運行數(shù)據(jù)可測、儲能狀態(tài)可控。(省能源局,國家能源局南方監(jiān)管局,廣東電網(wǎng)公司、深圳供電局、新型儲能電站企業(yè)負責(zé))
四、規(guī)范項目建設(shè)管理
(十七)規(guī)范項目管理。新型儲能電站項目實行屬地備案管理。各地市能源主管部門根據(jù)省新型儲能電站規(guī)劃,會同市自然資源、生態(tài)環(huán)境、住房城鄉(xiāng)建設(shè)、消防等部門和電網(wǎng)企業(yè)統(tǒng)籌確定屬地新型儲能建設(shè)需求,以及項目技術(shù)、用地、安全、并網(wǎng)等條件,制定新型儲能電站年度建設(shè)計劃(不包括用戶側(cè)儲能)并推動實施,根據(jù)情況變化適時滾動修編計劃。各地市能源主管部門督促納入年度建設(shè)計劃的新型儲能項目業(yè)主單位加快辦理完成各項建設(shè)手續(xù),推動項目及時開工建設(shè),并按月匯總報送省能源主管部門。(省發(fā)展改革委、能源局、自然資源廳、生態(tài)環(huán)境廳、住房城鄉(xiāng)建設(shè)廳、消防救援總隊,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(十八)優(yōu)化并網(wǎng)接入。對已完成備案并納入年度建設(shè)計劃的新型儲能電站,其配套接入電網(wǎng)工程視同納入省電網(wǎng)規(guī)劃。電網(wǎng)企業(yè)應(yīng)為新型儲能電站提供電網(wǎng)接入服務(wù),完善配套接網(wǎng)工程項目建設(shè)管理流程,確保接網(wǎng)工程與新型儲能電站建設(shè)進度匹配。經(jīng)電網(wǎng)企業(yè)與新型儲能電站單位雙方協(xié)商后,允許新型儲能電站項目單位投資建設(shè)配套接網(wǎng)工程;電網(wǎng)企業(yè)應(yīng)簡化并網(wǎng)流程,提供并網(wǎng)服務(wù)指引和管理規(guī)范,做好并網(wǎng)調(diào)試驗收等涉網(wǎng)服務(wù)。(省能源局,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(十九)提高項目建設(shè)質(zhì)量。新型儲能電站要嚴格按照國家和行業(yè)有關(guān)標準要求開展電站設(shè)計、建設(shè)、安裝、竣工驗收和運營,電站設(shè)計、施工和監(jiān)理單位應(yīng)具相應(yīng)資質(zhì),新型儲能電站投產(chǎn)前,應(yīng)按照國家相關(guān)規(guī)定組織竣工驗收并辦理工程質(zhì)量監(jiān)督手續(xù)。中大型儲能電站應(yīng)選用技術(shù)成熟、安全性能高的電池,審慎選用梯次利用動力電池。電網(wǎng)企業(yè)完善新型儲能電站并網(wǎng)準入細則,強化儲能電站設(shè)備質(zhì)量技術(shù)標準要求。(新型儲能電站企業(yè),各地級以上市政府,省工業(yè)和信息化廳、住房城鄉(xiāng)建設(shè)廳、能源局負責(zé))
(二十)強化安全生產(chǎn)監(jiān)管。新型儲能電站項目單位要按照國家相關(guān)規(guī)定落實企業(yè)安全生產(chǎn)和消防安全主體責(zé)任,開展電力技術(shù)監(jiān)督工作,做好產(chǎn)品抽樣檢測和儲能設(shè)施全壽命周期監(jiān)管,制定電站運行和檢修規(guī)程,定期開展設(shè)備運維檢修和電池系統(tǒng)健康狀態(tài)評估、涉網(wǎng)性能檢測等,加強員工專業(yè)技能培訓(xùn)和考核,建立健全消防安全責(zé)任制和消防安全管理制度,依法定期開展防火檢查、防火巡查和消防設(shè)備檢查,健全微型消防站等消防組織,編制應(yīng)急預(yù)案并定期開展演練。(新型儲能電站企業(yè),各地級以上市政府,省應(yīng)急管理廳、市場監(jiān)管局、能源局、消防救援總隊負責(zé))
(二十一)規(guī)范項目退出管理。新型儲能電站項目單位應(yīng)按照國家相關(guān)規(guī)定定期委托有資質(zhì)的第三方檢測單位進行檢測,并及時組織論證和落實整改工作,在項目達到設(shè)計壽命或安全運行狀況不滿足相關(guān)技術(shù)要求時,應(yīng)及時實施項目退役,并報告原備案機關(guān)。(新型儲能電站企業(yè),各地級以上市政府,省住房城鄉(xiāng)建設(shè)廳、能源局負責(zé))
五、強化協(xié)調(diào)保障
(二十二)加強組織領(lǐng)導(dǎo)。各地、各有關(guān)部門要加強對新型儲能電站建設(shè)工作的領(lǐng)導(dǎo)。省發(fā)展改革委、能源局,國家能源局南方監(jiān)管局及省各有關(guān)單位,積極利用國家、省新型儲能大數(shù)據(jù)平臺,定期跟蹤評估新型儲能試點項目建設(shè)進度,加強儲能建設(shè)運行管理,引導(dǎo)新型儲能電站健康發(fā)展。各地市要組織編制年度建設(shè)計劃,積極協(xié)調(diào)解決相關(guān)問題,為儲能電站項目建設(shè)提供要素保障。(省發(fā)展改革委、能源局,國家能源局南方監(jiān)管局,各相關(guān)部門,各地級以上市政府,廣東電網(wǎng)公司、深圳供電局負責(zé))
(二十三)加強協(xié)同監(jiān)管。各地市政府要落實屬地管理責(zé)任,加強新型儲能建設(shè)、運行安全監(jiān)管,督促項目單位嚴格落實《國家能源局綜合司關(guān)于加強電化學(xué)儲能電站安全管理的通知》(國能綜通安全〔2022〕37號)要求。各地能源主管部門在實施新型儲能電站項目備案時,要同時下達電力項目安全管理和質(zhì)量管控事項告知書,明確項目需要履行的相關(guān)責(zé)任和義務(wù)。住房城鄉(xiāng)建設(shè)部門依法開展新型儲能電站選址設(shè)計審查、消防設(shè)計審查驗收備案工作。應(yīng)急管理、消防部門指導(dǎo)新型儲能電站應(yīng)急預(yù)案編制及演練工作,消防部門依法對項目單位遵守消防法律、法規(guī)的情況進行監(jiān)督檢查,嚴格督促項目單位做好消防隱患整改。能源主管部門、市場監(jiān)管部門、電網(wǎng)企業(yè)負責(zé)完善新型儲能電站標準體系。電網(wǎng)企業(yè)積極配合開展新型儲能電站的并網(wǎng)和驗收工作,杜絕“帶病并網(wǎng)”。(各地級以上市政府,省住房城鄉(xiāng)建設(shè)廳、應(yīng)急管理廳、市場監(jiān)管局、消防救援總隊、發(fā)展改革委、能源局,廣東電網(wǎng)公司、深圳供電局負責(zé))
(二十四)促進行業(yè)自律。新型儲能產(chǎn)業(yè)聯(lián)盟、行業(yè)協(xié)會及研究機構(gòu)要充分發(fā)揮支撐作用,圍繞新型儲能政策支持、投資運營、產(chǎn)業(yè)發(fā)展、技術(shù)創(chuàng)新、標準規(guī)范等,積極組織開展技術(shù)研討、專業(yè)培訓(xùn)和交流合作,促進儲能產(chǎn)業(yè)鏈上下游企業(yè)交流互動,強化行業(yè)自律,營造有序競爭、科學(xué)管理、協(xié)同發(fā)展、合作共贏的市場環(huán)境。(省電力行業(yè)協(xié)會、省電力規(guī)劃研究中心、省電力設(shè)計研究院等負責(zé))
(二十五)建立信息化監(jiān)管平臺。建立全省新型儲能電站數(shù)據(jù)監(jiān)管平臺,新型儲能電站項目單位應(yīng)按照規(guī)定報送電池性能、電站運行狀態(tài)、隱患排查治理和安全事故事件等信息。新型儲能電站數(shù)據(jù)監(jiān)管平臺應(yīng)定期向省能源局、國家能源局南方監(jiān)管局報告儲能運行及調(diào)用情況。分批分期推動新型儲能數(shù)據(jù)監(jiān)管平臺與公安、消防、交通等監(jiān)管平臺對接,逐步拓展平臺服務(wù)功能,提升電站信息化管理水平。加強信息化監(jiān)管平臺網(wǎng)絡(luò)、系統(tǒng)、數(shù)據(jù)安全管理,增強技術(shù)防護能力,確保平臺穩(wěn)定運用。(廣東電網(wǎng)公司,省能源局,國家能源局南方監(jiān)管局,省公安廳、交通運輸廳、應(yīng)急管理廳、消防救援總隊負責(zé))
1. Expand diversified applications
(1) Promote the construction of new energy storage for new energy generation. According to the principle of categorical implementation, new offshore wind power projects planned after 2022, as well as newly connected centralized photovoltaic
power stations and onshore centralized wind power projects connected to the grid after July 1, 2023, will allocate new energy storage according to not less than 10% of the installed power generation capacity and a duration of 1 hour, and then adjust
the new energy storage configuration capacity according to the requirements of relevant safety and stability standards of the power system and the actual scale of new energy grid-connected; Encourage existing new energy power generation projects to
allocate new energy storage in accordance with the above principles. Energy storage configuration can be implemented by crowdfunding and co-construction (cluster sharing), leasing or project self-construction, the first of which is organized and implemented
by the city where the project is located. The commissioning time of the new energy storage power station should be no later than the first grid connection time of the project body, and in principle, it should not be configured across prefectures and
cities. By 2025, the scale of new energy storage power stations in the province will be more than 1 million kilowatts, more than 2 million kilowatts by 2027, and more than 3 million kilowatts by the end of the "15th Five-Year Plan" period. (Provincial

(2) Planning and guiding the rational layout of independent energy storage.
In accordance with the principle of rational layout and on-demand construction, power grid enterprises take the lead in researching and proposing the planning and layout of independent energy storage power stations in areas where large-scale new energy
collection and consumption are restricted, power demand fluctuates greatly, transmission corridors and site resources are tight, etc., clarify the scale and distribution of reasonable allocation, and encourage all kinds of social capital to actively

(3) Continue to improve the regulation capacity of thermal power joint energy storage. Thermal power units rationally configure new energy storage power stations, jointly participate in market transactions of auxiliary services such as frequency
regulation and backup, continue to expand the application scenarios of fire-storage joint commissioning, and strengthen the tracking and evaluation of demonstration projects. (Provincial Energy Bureau, relevant prefecture-level listed governments,

(4) Vigorously encourage the development of user-side energy storage. In accordance with the principle of adapting measures to local conditions, flexibility and diversity, support industrial and commercial enterprises, industrial parks, etc.
to build new energy storage power stations. Power users with large power consumption such as precision manufacturing, communications, and finance and high requirements for power supply reliability and power quality can configure new energy storage
power stations on demand. Accelerate the deployment of new energy storage power stations in distributed new energy and microgrids, and promote the development of integrated energy services for cooling, heating, electricity and storage in industrial

(5) Actively promote the construction of virtual power plants. Promote the aggregation and application of new energy storage power stations and industrial controllable equipment loads, charging and swapping facilities, distributed photovoltaics
and other resources, configure "intelligent measurement terminals + multi-core smart meters", complete independent metering and intelligent control, and carry out virtual power plant pilots in Guangzhou, Shenzhen and other places. Coordinate the access,
market trading and collaborative control of virtual power plants in the province, and gradually cultivate the response capacity of million-kilowatt-level virtual power plants. (Provincial Energy Bureau, Department of Industry and Information Technology,
